You can do a layout override (or tweak its appearance with CSS) to make the login form appear how you want it.

You may prefer it the way indicated (hence the flexibility to do it that way).
Any custom CSS would be placed in the templates 'css' folder, a file named user.css. That would be for Cassiopeia and Atum, but if you have a third party template, the same concept but they might use a file called custom.css.
