Extensions are where they have always been - in the extensions manager. You install and uninstall them there.
The compatibility checker should only run if you are updating from an eligible copy of Joomla e.g. 3.10 to 4.x. I think you then need the latest J4 (4.4.8 released last week) to migrate to J5.
