Almost a year later, I ran into the same issue while migrating a J.3 site (which is indeed a situation when I enable error messages). I edited the Json.php file as Toivo suggested and this solves the issue indeed, so thank you for this solution.
However I have no clue which data is being sent to the json decoding while being empty. This leaves me feeling still a bit uncomfortable about it.
