It seems like a pretty standard installation. What is the "meterreadings" (extension)? Is it relevant to your site (it's a third-party extension, not core)?
The one "deprecated" PHP error is a notification meaning a certain function or feature of PHP is earmarked for removal in a future PHP version. (Try increasing PHP to 8.2) and that may well disappear.
Try to reinstall core files (of the current Joomla version)

If that doesn't work, download the same version update package from https://downloads.joomla.org/cms/joomla4 and reinstall via "Upload and Update" to see if that fixes it. Disable that "meterreadings" extension or uninstall it if it is unused. Does the update pre-check also flag that extension as "not compatible"?
I would first do a backup of your site (by whatever means you do that e.g. through your web host or export the database via phpMyAdmin but we'd recommend a backup extension like Akeeba Backup.
