We'd need to see your site to give any definite answer. Can you set up an example, e.g. with two pages. make menu items, then assign the module to one position for one page (where it works) and then a second instance of the same module assign to a different position where it doesn't work?

Do you have other templates installed besides Cassiopeia (not counting the admin template Atum)? Asking because, in some situations templates may have a position in one that doesn't exist in another, or is set up with a different name.

Meaning that are you choosing a module position name that doesn't exist in Cassiopeia. that might be why it doesn't show, or the module is designed to be in a particular template position e.g. a banner normally would go in a "banner" module and not a "left column" module.
