What actual template are you using?
You mention SP Page builder, but that could be used with any template essentially e.g. Helix Ultimate or even Cassioepia. Helix uses a custom.css file, while Cassiopeia uses a user.css file for custom CSS.
So, depending on the template, may determine if you have to use custom.css or user.css or something different altogether (those are the most common I've come across).
